The problem is solo-questing, not dungeons.
Yes, elemental use lightning shield in dungeons (at least raids), because we get Rolling Thunder/Fulmination (yay us). The lightning shield was useful against melee mobs, because they burn down that much faster. Especially when a pull goes bad, and I'm getting ganked by more than one.
But I rarely found myself casting Earth Shock. I want to start with Flame Shock, and by the time my shock is off CD, I _might_ have 4 charges up (melee mobs reduce charges as they beat on you). Making ES only useful as an instant/debuff ... and not it's intended role in fulmination.
So, in principle (as long as you're getting good pulls), there's nothing wrong with using Water Shield, for the purpose you suggest.
That said though, the previous posters are right: something else is wrong.
My thoughts are these (some may apply, some may not). First, you can't competitively chain pull like you used to. Second, you do have to start taking spirit gear (the stuff we ignored in LK). According my in-game character tab, I have over 2K mp5 out of combat, and just over 1K in combat. Third, you still can't shock every time it comes off CD. Fourth, just because the CD on Chain Lightning is lower, doesn't mean it's a good idea to use it every other cast. We're still a single target caster class, despite all the improvements to our AoE. When we're solo, we still want to pull a single mob at a time, whenever possible.
According to your mana pool (70K), a lightning bolt returns 840 mana (70000 * 0.6 * 0.02). And of course, there's Clearcasting. While we're not hyper efficient like we used to be, we're still not arcane mages.
Additionally, we do have a (very) few non-mandatory points to throw around. Putting a point in Convection may help.

If you pull right, you should cast 2 lightning bolts before your first FS due to flight time of the bolts

LB, LB, FS, Unleash, LvB, LB LB LB LB ... far cry from FS+LvB+loot. In a dungeon/raid, Unleash isn't worth it, but for 1 GCD, it saves one of those (longer than a GCD) LBs on the end.
Of course, a bad run of no LB crits means some of those twilight highland mobs (and their 90K health) can take a few hits. :) I've used ES to finish more than once (2 points in Reverb for leveling).

I have noticed that my elemental shaman is far less mana efficient than he used to be.
That being said, I haven't actually had a problem in terms of going OoM.
I think that it's entirely possible with the increased gear-sharing between resto and ele shammies, they intended on us getting about half of our mana regeneration from our Lightning Bolts, and about half of it from Spirit that takes the place of Hit on our gear.
Also, if you're having trouble keeping your Lightning Shield charges up, maybe try using the glyph that prevents it from dropping below 3 charges. That would guarantee that we've always got it up, and our lightning bolts would return mana more often.
Just a thought.

If you use Chain Lightning repeatedly, you WILL run out of mana. It's working as intended.
