It could also be seen the other way around. Both are big time investments. I know people who prefer raiding over PvPing and I know people who prefer PvP over raids. Saying that people who do PvP don't deserve good armor is not really fair.
Also ANYBODY can PvP but to run a high level instance or raid you need to either have a great group of friends or a great guild and not all players of WoW have these.

I think its good to offer rewards both to people looking for PvE progression and those looking at competitive PvP progression. What I personally don't agree with is when a PvE upgrade piece, whether it be a weapon or piece of armor, is obtained through PvP. A prime example of this would be guilds that are just about to start Karazhan, the PvP Season 1 weapons are on par or greater than any weapon drop in Karazhan.

That's a flip of the coin statement. Pretty much anyone can run a Karazhan pug now, so not all raiding requires a "great" group of people you know. That's kind of like running Battlegrounds for PvPers, and then achieving a high rank in Arena would be the equivalent of one of the harder instances, which I know is not really the same thing of course, but as you said not ANYBODY can get into a high ranked arena team.
For the most part the PvP / Arena rewards outside of the weapons are much less desirable for PvE once you progress out of the first few raid instances, just like PvE gear is not desirable for high end PvP competition.
In the end both systems reward players of different play styles and interests -- which is something I believe is important.

Why not make PvP gear usable only in BGs and arenas? :o
That way, people would use their welfare epics when PvPing, and would be forced to use their PvE set when doing raids and dungeons.

I'm seeing way to many lvl 70's in Gladiator's Helm and Shoulders, the rest are greens and maybe a few blue items.
Not just lvl 70 blues and greens. Saw a warlock in AV with welfare shoulders and helm with this:
