Now this is probably not the answer your lookign for but for a boomkin it comes down to:
Enough mana regen to not run out of it durring a boss fight.(highly spec/rotation dependant for requirements).
Enough hit to be within 1-2% of cap(should not stay this way and should be a top priority to top off, cap is 17% after talents/buffs).
Enough spell power to get the job done(don't want an oom healer because the fight took way to long).
Enough ability to listen to a raid leader to learn the fight and follow directions.
All that said... I don't personally like the idea of "min stats" as you cannot predict how well geared or skilled his/her teamates are. Now I 'can' understand tanks or healers needing minium.
Tank:
Enough health to take a largest hit the boss can do and a few follow ups while the healers "oh @#$% heal"
Enough mitigation to allow the healers to heal in the first place.
Defense capped(pally/warrior 540, Druid SotF talent, DK 540 atm but will be less after the new patch)
Enough ability to listen to a raid leader to learn the fight and follow directions.
Heals:
Enough mana not to go oom during a fight.
Enough spell power to effectively heal through the dmg the tank recieves.
Enough knowledge about their class to know which spells are best for each situation, or type of healing.

good answer, but not very helpful for making a how to.
Thank you and yeah I was kinda scrooging out this morning... The boomkin numbers you have are fine though I'd say in 10 man you can probably squeeze by with 1.2k SP but will require a team slightly balanced for a boomkin. Also I'd feel a bit weird not having at least 14-15k mana before buffs so you can reasonably provide utility(battle res, oh @#$% heals, and having enough mana to innervate the healers who will concieveably be having manna issues right along side you, instead of using only on your self.)
As for bear numbers I'd want my tanks to have a minimum of 25k stam and 30% dodge and 24k armor(my old armor set from pre wrath nearly hits this and it's mostly t5 so not hard).

I can't help you here because I've been resto/boomkin since I hit 80.
13-17% hit
Feral DPS is based on specials only since we do not use 2 weapons. 10% is the cap as long as they have taken away that last 1% to make it 100%.

Your issues probably stems from running with some cloth gear(perfectly acceptable). Spirit that low is perfectly fine to have. You will see it start to go back up once you start getting gear from the raids themselves.

with motw only i sit at 28k hps 36 dodge 23k armor 225 hr 23 expertise and i tank obisidian sanctum and naxx without much issue. raid buffed in 10 man setup this is like 36-38k hps 42 dodge or so and 25K+ armor. plenty imo to start.
