What decides item lockouts?

I cleared LFR Vault of Mysteries yesterday and ran it again today with bonus tokens. After killing Spirit Kings, it said I'm unable to obtain the Cache of Mogu Riches, and after Elegon it said I'm unable to obtain Starshatter. Is the drop you can't win on each boss you already killed before that week random? As in, if I run it again this week, is it possible it will tell me after Elegon I'm unable to win, for example, the Cache, and it would thus be possible to win Starshatter from a bonus roll, or is it always the same item?

Where are you seeing this item lockout?

After a boss dies, the bonus roll window appears in the upper left corner, and the lockout window appears in the lower middle. It shows the name of the item that's locked out, next to it is a symbol that's the loot cursor with a red cross out circle on top, and the text says something along the lines of you can't get this item because you already killed the boss this week - can't remember the exact wording.

I didn't say it had anything to do with the bonus roll, I was just explaining the circumstances under which the window appears.
Edit: Anyone? Is there no information on this?
