No elemental fury = GTFO IMO.
I don't see how it's possible to kill anyone as PvP enhance when you're only critting for 150% with your spells.

Here what i was considering putting the last 2 points on:
Improved Fire Nova Totem
- For the stun, figured If i was doing 2's with a stunner or CCer i might beable to run over and drop a totem next to him and stun him for an extra 2 seconds or if i could put my fire nova totem in decent enough spot i could stun somebody for 2 seconds. Or if they're bad just drop it in front of them and pray they don't notice.
The fire nova totem stun is effective but also very expensive. I wouldn't recommend it but it's totally your call and playing style.
Duel wield Specialization
- Not sure how much this would help me in PvP but it wouldn't be a bad idea to have at least some hit.
If hit is an issue for you then by all means get this talent.
Improved Shields
- I would put it on this but i honestly think i'd forget to keep my shield up.
Your shield is dispellable and doesn't provide too much of a dps increase for pvp
Anticipation
- Was really pondering over whether to put the last 2 points on this skill or improved shields.
If you're going to get Anticipation then max it out don't go half ass and put 2/3 points into it. If you're not going to use this talent then get a weapon chain which provides the same disarm effect.

Now to critique your spec.
Static Shock is a lousy pvp talent since your lightning shield can be dispelled. It also doesn't make too much sense why you would get a talent that procs your lightning shield but not that talent that increases your spell power.
You are missing 3 Enh Shaman PvP musts: Mental Quickness, Frozen Power, and Earthen Power. You will be called a fool if you think that all of your dps is physical damage. You want the spell power for your spells. Frozen Power gives you a +10% damage increase for spells and a root effect. Earthen Power, while nerfed, still provides a pvp control advantage.

I wouldn't get rid of Unleashed Rage. +10% ap is good.
