What is the difference between the two?

i just want to know what the difference is between toc10 and togc 10, is togc 10 the heroic version of the toc raid or is it something else.

Yep, just like the WotLK 5-man instances all have a normal and a heroic mode, so does this raid.
ToC-10 is the normal mode, ToGC-10 is the heroic mode. Bosses are a bit harder each, but the loot is usually a bit better too.
