Well, cat burst would be more for your crit chance. IE if you're soloing a mob you want to crit as much as possible quickly enough to kill the mob fast. I would assume mostly crit chance and agi are main stats here.
Sustained would be more for raiding/instancing DPS. You want +hit gear and high AP to keep high dps without relying on crits as much.
Needless to say most gear is going to overlap with each other on each list.
For the bear mitigation, that's how they handle damage. I believe the difference on the site between just bear mitigation and High bear mitigation is one is used for a basic guide and the other is for your high end raiding gear guide. I'm not fully sure though.
I'm sure someone else could explain it better.

And you should use
Shifting Nightseye
in your neckpiece there. Remember, this piece is going to last you into Kara, gem it properly.
