Not 100%, but you get a teeny weeny bit more stats with the MH/OH. Something like that.

You get more spell power outa MH/OH and don't have to sacrifice a gem slot for spell pen.
Staff, you get more haste/spirit/crit, but have to gem for spell pen.
Preference to what you stack more.
Haste stacking locks use staff.
