As promised, Seneca, I created a profile
that someone could get from Heroics.
The stats are pretty nice! 1.9k spellpower before Inner Fire (See below. Beta profile build = inaccurate totals), and a fairly decent basis for Crit and Haste Ratings. If you were a master Shadow Priest, you could DPS in Trial of the Grand Crusader 10-player and sit very comfortably above the DPS threshold for each fight.
But, there's the problem: If you were a master Shadow Priest. Emblems are a fantastic way for intelligent people, with an excellent grasp of overall
game mechanics and with the potential to be competent at any class, to gear themselves up to raid with that character, after some practice, with their guild, in the cutting-edge content. So, in that respect, emblems help the elite!
But let's address the actual issue, here. Can the casual raider clear ToGC with that gear? The short answer is No. The long answer is Nooooooooooo...
Firstly, let's look at the amount of effort you have to put in to getting this gear. I have made some reasonable assumptions, but I will make them known as I come to each of them.
Helm: 58 Emblems of Conquest. Meta and Runed Cardinal Ruby totalling about 50g (20g + 30g assumed prices). Head enchant costs 120g with Exalted KT.
Neck: 19 Emblems of Conquest.
Shoulders: 30 Emblems of Triumph. Assuming you pug one emblem-dropping raid per week, and do the daily heroic dungeon every day, this will only take two weeks.
Cloak: ~250g to make. NB
-- we are assuming our casual is a tailor. We've just given him the one profession. He will pick up the cloth from levelling, though, and so the only real cost is the Eternals.
Chest: 58 EoC. 60g gems. 5g enchant (A guess. It's pretty negligible on its own)
Bracers: 5g for enchant, but that's all!
Gloves: 60 EoC.
Belt: This is our Casual's one big expenditure. A whopping 108 EoC, and about 2k's worth of mats. But once he saw it, he just had to have it -- think how much it would improve his DPS!
Legs: 39 EoC, 50g for gems. No cost for enchant
Boots: 5g for enchant, and 25g for a gem, but nothing else!
Rings: 25 EoC and 0.
Trinkets: 40 EoC and 0.
Weapon: 63g when he bought it at Revered, and about 5g for the enchant.
Offhand: 25 EoC

That's ... really rather a lot. 432 Emblems of Conquest is possible from eight days
of doing every single heroic, including (urgh) Oculus
. That takes a LONG
time, even if you assume you're able to complete each one in thirty minutes. The gold isn't a very friendly figure, either! It's approximately 10 days' worth of doing 15 dailies per day! These aren't things that a casual can do overnight -- and even if you were incredibly dedicated, you'd still be looking at a lot of time /played to get into a position of strength -- so all it really does is remove some of the RNG of running Naxx for 10 weeks and having nothing drop that you would find useful or significant.
So, that's a lot of effort to get gear. But does that mean he has a lot of time to practice his rotations and become a good player? Well, he could do, but it's unlikely. Trash in instances isn't great for dotting unless you know how to multi-dot very well already, and bosses drop quickly if your companions are providing high DPS. It also wouldn't teach you about special mechanics that can cause flat-out wipes in a raid setting that just aren't present in a 5-man environment. He's only pugging one raid a week. It'll take more than that to get him raid-ready. Hell, I only became really
good at this game after a year
of being intelligent-but-pretty-clueless -- it was only when I levelled a new priest that I became experienced and strong at my class.

You're welcome, and welcome back to our little community. As I said, from a 3.0.8 perspective, your point was absolutely valid -- the Plagued/Black Proto-drake barely meant anything. In the cast of Sarth+3D 10-man, it generally meant you were in a 25-man guild that just out-geared the content. Ulduar and ToC, however, have provided 10-man "strict" guilds an opportunity for competition
-- of which I'm proud to be a part as a top-100 ranker.
Unfortunately, there is still no US-EU realm transfer capability. This might be just as well; if there were, I would be bugged incessantly by a friend
to switch over to US.

Essentially yes. Less than before though. Rapture has been toned way down from where it was originally, so mana is more of an issue than before. But once you've got anything resembling decent gear, mana is fine. Good gear... mana is back to being a joke. Our single-target throughput took a hit, with a longer cooldown on Penance. But we're still damn strong.
The only fundamental change is the Soul Warding talent. It changes everything. For England
