What's the best single target levelling spell rotation with this level 75 spec?

I guess the question is, why not spend a little gold and get a spec that isnt a pain in the rear to level with?
basically the path you have chosen for leveling with has two large problems:
1) leveling gear generally has a lowish crit rating. this spec is entirely dependant on critting and burning a mob before it gets to you before you have to use one of your inefficient mana hog spells to not get hit (dragons breath, blast wave, frost nova). While they work, they are in no way comparable to ice barrier. This is fine in PvE instances where you shouldnt get hit a lot and have healers if you do. solo you lose leveling efficiency this way

that talent build is superior in almost every way for leveling. it has almost all of frosts survivability (minus the water elemental) plus fires crit increases. You can probably go a good 30-40 minutes of strait questing before youd ever have to come close to eating mana pies (between mana gems, crit regennings and evocation). Best of all you dont have to worry about adds, or getting hit. ice barrier is outstanding once you hit level 75. probably 80% of the time or more you will stiill burn a mob within 1 hit on your ice barier, but even if you don't its not a catastrophy worthy of using crappy mana inefficient spells to get away from. Either let it run out and shatter combo the mob or simply recast another ice barrier. You dont even have to worry about using improved scorch so your crit rate is actually higher with this build pretty much always (plus has fingers of frost)
You can level with your build, thats true. But theres no reason to do it that way. the build i linked has about 90-95% of the damage (might end up being almost as high simply because of fingers of frost tho)) but has much more survivability.
Edit: use the immense amounts of time you save by leveling efficiently to do a few extra quests at 80 to recoup your respec costs. even with doing that you'll STILL save time leveling with a mostly frost build

I kid, but seriously I was 71-80 as frost and then swapped to ffb spec for raiding there wasn't any point to be honest even when doing dungeons. You don't need the dps, you don't need anything else and while soloing and doing quests every bit of survability, slow as well as the ability to get frostbite/shatter procs with fb+icelance and watch your downtime go away. You'll have to re-glyph but in my books I found it easier, some like arcane too. Fire even in itself is too much of a pain for leveling, you hemorrhage crit everytime you go up. And that leads you to putting scorch up which means the mobs already closed in and is smashing you in the teeth.
To the point, once I hit 31% unbuffed crit in a ffb spec was the time I found ffb worthwhile for soloing. Before that it wasn't worth my agrivation because of spell pushback and the general annoyance of both spell schools being locked out by something.

i dont. i use frostfire bolt almost exclusively. use FFB twice for finger of frost procs unless the ice lance added will kill the mob.
basically the only time i use anything but FFB is when I am going to either kill the mob with a shatter comboed ice lance or i did an honest to god frost nova (or ice barrier broke) and I dont have fingers of frost up (just to get the second crit) in leveling gear i crit for about 4K on FFB with another about 1600 damage on ignite (aka half of the mobs life) and once i switched to the spec had about a 22% crit chance with FFB (with its glyph but not molten armor glyph)
