You've got more AP and +hit than I do, and about the same %crit, but I can pull 2.5~3k dps with 25 man buffs. You wrote you've got your rotation down but that's the only thing it could be. The priority should SS, ES, LL, with LB or CL every time MW is at 5 procs. Practice on the heroic dummy and watch recount, it can give you detailed info on what's hitting, missing, and critting. Make sure you have the SS glyph too. Since you have 5 points in elemental fury, keep FT in your off-hand. Again, with your gear you should be close to 2k dps in
heroics
every time, let alone raids.

You're well above the hit cap (367 in a raid setting) so I suggest changing your gear/enchants/gemming.
You need some more crit and need to cap Expertise asap.
Weapons: Mongoose/Berserking (though I wouldn't bother with it until you get higher ilvl weapons, way too expensive).
Bracer: 15 Expertise.
Gloves: 15 Expertise.
Helmet: Chaotic Skyflare/Relestless Earthsiege.
Cape: Run Halls of Lightning (H) for
Shroud of Reverberation

Trinket: Run Utgarde Pinnacle (H) to replace your +hit trinket with
Meteorite Whetstone
.
Your spec looks fine and you say you have the "rotation down" so I'm unsure as to what is causing you to have such low dps.
Are you using WF/FT or WF/WF? Any other info you can provide?

Pve mobs can still dodge from behind. Its because they all have eyes programmed into the backs of their heads.

I would like to declare shenanigans.
Unlike Weapon/Feral Combat Rating, Expertise does not have diminishing returns beyond 20 rating. For players, this means that once the hit cap has been reached, one can begin stacking Expertise to increase damage potential against mobs with high dodge/parry.
Melee DPS classes won't benefit much from the -parry (as they should be behind the target), however dodges do make up a considerable chunk of lost damage.
Druid tanking items with Expertise, such as Earthwarden, will be more valuable for consistent threat generation since a parried/dodged Mangle can be devastating.

If a player's back is to an attacker, can they dodge?
1) if the attacker is a mob
2) if the attacker is another player
Some word searches in Fortifications and a browse through Satrina's site didn't get any hits. My own testing has shown that no, we cannot dodge attacks from behind.
This seemed common knowledge to me
(mobs can dodge but not parry from behind, players can neither dodge, block or parry from behind
) but now I'm curious.

It's silly, but yes, mobs can dodge attacks made at their back. Enhancement Shaman need to gear for the Expertise soft cap of 6.5% dodge reduction, as that's currently what is estimated as mob dodge rates (parry rates are unknown, to my knowledge, but for Enhancement they should only apply while soloing anyway, and we destroy mobs while soloing).
Your gear is almost as good as my enhancement gear (disregard my armory this weekend, I'm resto to help my friend gear up in heroics >_>) and I pull 2.5-3k dps in 25man raids with all the buffs. But you list the proper rotation.
Maybe your raids are missing crucial buffs? Do you have:
Arcane Intellect (minor, but still relevant. Int is AP :D)
Leader of the Pack/(rampage I think is the other 5% melee crit buff?)
Battle Shout and/or Blessing of Might
Misery/Improved Faerie Fire
Sunder armor-type debuffs on the mob
Curse of the Elements-type debuff on the mob
Totem of Wrath/Heart of the Crusader crit debuff (you have flametongue so the spellpower of ToW, while better, isn't going to break the bank)
?
Missing any of those can significantly decrease your raids DPS, that might be part of the discrepancy here. Also make sure you're popping your wolves, bloodlust (at the right time!) and trinkets/berserking during boss fights whenever they come off cooldown.
