Also, can this be done by a low-level character, and if so, is the reward still 11.99G?

When I read it, I kinda assumed that a majority of the 11.99 is "compensation" (Like for most quests, where you would get 13,000XP and 8g, but if you're level 70 you just get the flat 13.63g) so perhaps there may be a small XP reward and a reduced gold reward.
I'm not any form of official voice though. The most official information I have regarding BG Dailies is from the PTR notes
Semi-related, I just learned that they are also adding Dungeon dailies. Not sure if that's news or not.
