could someone elaborate on dual specs? does it mean that we will be able to switch specs on a whim? like going for battle stance to defensive? how will it work exactly?

Blizzard has explicitly said that they plan to make the respecs free at your trainer, and that they will allow it for a "nominal fee" - probably a reagant of some sort - inside instances. They want to make it cost a bit, but not so much that people simply hearth and are re-summoned.
That being said, I have yet to see any official comments about action bars or glyphs switching with the specs. I can certainly see them storing a secondary set of glpyhs; fixing action bars would be a bit more complicated.
Personally, I can't wait... but I know I have to.

It will just be so awesome, so i can switch MM for my hunter to pvp. I am totally PVE specced, so my talents sucks a bit for pvp :S
But i dont feel like spending 60g at respeccing everytime i want to do a BG or arena :S

I think so far as anyone knows, it will allow you to store a secondary spec, glyph setup, and keybinds that you can switch in or back to your primary setup so long as you are out of combat. From what I hear, their biggest problem is finding an efficient way to store all your keybinds/actionbar positions for the specs.
Not that freaking hard, I have an ADDON that does it for crying out loud, called ABS
