when is the right time to start doing heroics as a resto druid, like what +healing, what amount of int, what amount of spirit ect. what requirements should u be able to fill

(Note: this is coming from a priest I know - I've not touched the resto tree in ages.)
For heroics, a good chunk of it depends on your tank being good. Even a fantastically geared healer couldn't keep up a poorly geared tank through a heroic without having a lot of issues.
As for stats... I'm told you should rely on health and regen more than on sheer +healing. Go for ~1400 +healing, 7k (buffed) health if you can, and however much regen you need to feel comfortable healing through longer fights.

Druids have a little bit less raw +healing than priests (1k is enough but the more the better, obviously) but the thing is that our talents add nice multipliers for individual spells and the end result is pretty much the same, it just doesn't show as having that much.
My own stats unbuffed are about 7k hp, 9k mana, 400 spirit, 1200 +heal and 130 mp5 inside 5sr. I've noticed I can heal heroics well enough - as long as the rest of the group is good, especially the tank. A bad tank who can barely keep aggro from two mobs forces you to either be more careful with your healing or heal yourself a lot because the mobs hit you as well. That can often lead to wipes.
