A lot of my research varies, but the most common number I see is 450 Armor Pen is the number to take Arcane shot out. The best way I figured it out was plugging the rotation in to femaledwarf.com. When I saw it was a major increase in damage for me, that was when I took it out. If you see it's an increase for you as well, invest the Arcane Shot points you have into Improved Steady Shot, or if you are the most reliable hunter, Improved Hunter's Mark and glyphing for it would work too.
