As this is primarily a database, check the
Rugged Leather page (opened to the "skinned from" tab for you) and you can see the drop rates.
If you then go to the comments tab on the same page, you'll see the second comment says:
HANDS DOWN for a 70+ i would say Dire Maul North...
Just inside the instance there are TONS of dogs that you can kill and skin.. and when done... exit and reset... viola you have a lot of rugged leather... i get about 2-3 stacks per clear... 10 min clear max... so in an hour that's 18 stacks or so....
AND since its your instance NO COMPETITION!

Also, another great thing is while you're there you can easily farm runecloth or green BoE's that have a good chance of disenchanting for Greater Eternals... Which usually sell rather well...
and the comment reply from patch 4.0.3 (the last reply to that comment):
Post-Cata the dogs in Dire Maul North still drop rugged leather, the best place hands down.
Of course, if you choose to farm certain other mobs for the leather, you can try for various rare companion drops at the same time.
