As far block goes, have you noticed the amount of Strength on tanking gear recently? Strength is our primary threat stat, but it also gives a nice chunk of block value. Block rating is a bit harder to come by and might be what you're asking about, but your question was too vague to determine which you're referring too.
And with Intellect, I think you answered your own question.

there's a simple reason why they removed block value and rating items, as they've stated before they want all 3 plate wearing tanks to share the same armor, dk's don't benefit from blocks.
