the blue would come out higher on a pure dps test but stamina and intellect help with more practical things than just dps output.
it's not a massive difference so i'd probably take the epic just because of the higher item budget. it won't be hard to make up the small dps loss with a gem or enchant.
...it is kinda ridiculous how well that wand is itemized for damage output but this is one of the swaps you want to make as you gear up. you want to get to a point where you can survive longer and have a better mana pool without losing too much other stuff. it's not a ideal swap but it's one you'll want to do in the long run.
