Most of the time, Scourge Strike, as it is shadow damage, unmitigated by armor. Cloth targets in PvP would probably take more from Obliterate.

Mail targets, plate targets, and druids who are not in caster form, cat form, or a movement form will take more damage from SS. Druids in those forms, rogues, and clothies (except maybe shadow priests, although they probably still take more from OB) will take more from Oblit.
