No it won't. Faster speed = more chance to crit = more energy = more (overall) dps
That's a pretty wide argument considering he's only doing 5-mans. Are you beyond any doubt sure the damage lost on mutilates, however small it would be, is compensated by more FA/poison procs? Fights are generally shorter than 20 seconds on trash and are not that long on bosses.
(not to mention the 10 dps advantage dagger of betrayal has)
The only safe way is to spreadsheet it. Everything else is speculation.
