Looking it up on WoWHead as lead me to
this
NPC who is friendly to both sides. You go to your trainer and start your Berserker Stance quest which leads you to the island which has the NPC that starts the Whirlwind weapon chain. Every city should have one of its Warrior trainers give the quest.
