Why can't i use the scopes?

Scope requires level 70. You try to stick it on a gun that requires level 37. Since they won't change the required level of the weapon to 70, they just make the enchant fail.
To be more technical, enchants are limited by the item level of the item to be enchanted. Most items from classic WoW have item levels too low to have WotLK, or even BC enchants.

The linked Nethercobra Leg Armor, along with most other BC enchants, can be used on items with an item level of 35 or greater.
Do a seach on vellums
to see the difference. Regular Vellum can only hold Classic enchants, and can be applied to anything. Vellum II can hold Classic or BC enchants, and can be applied to items of level 35 or higher. Vellum III can hold any enchants, and can be applied to items of level 60 or higher.
Item level is not always the same as required level (in fact, they only really match in Classic WoW items), so don't get confused on that.

Actually, leg enchants from BC could be applied on any ilevel item, and was not considered a bug. But in WOTLK, every enchant like that requires level60 or higher items and/or binds it on using that enchantment.
