Why did Mail wearers get screwed in LW?

Mail pieces require a mat that is a pain to acquire as opposed to the regular mats of leather pieces. Any other shamen as miffed as I am?
Good spots for prismatic leather? the wowhead page isn't too thorough yet.

I farm my scales off of the yellow turtles on the wind serpent isle in Northeast Jade Forest. They are easy to collect as a range class and the combination of level 87-90 mobs makes them an easy AoE burn. I have had no issue with scale collection thus far, it just takes a bit of pecific effort.
