Why do so many people ignore expertise?

Expertise does the same thing as hit imo, it's good to stack up on, and your numbers seem to be right
8-9% miss and 5-6% dodge on bosses.
Also, mobs can dodge from behind, so it has nothing to do with your placement.

This. Most of Ret's abilities can be dodged, so Expertise is a very useful stat for them. It also helps in solo PvE as well as those rare circumstances where you do attack from the front as melee due to the parry reduction.
Elitist Jerks lists it as the third most important stat for PvE Ret (after Strength and Hit). Hit is favored because it affects some abilities that Expertise does not, such as Exorcism and the first tick of Consecration.
The soft cap for expertise is either 25 or 26 skill depending on whose numbers you're using, as the dodge rate for bosses is somewhere between 6.25% and 6.5%

Probably from the misconception that PC's and NPC's use the same mechanics.
