Combat is the leveling spec because of:
Blade flurry
Add Rush
Killing Spree
And things like Prey on the weak and Savage combat, which are more usfull in pve than pvp.

I'm surprised no one actually said, "Because all you do is spam SS."
I thought it was fairly simple.

For years there was no such thing as Mutilate. It takes a lot of time for these concepts to hit the mainstream.

This. You can play combat while fixing a sandwitch, watching tv or playing with you new puppy.

Combat rotation - Garotte -> SnD -> SS x5 -> Evis
My mutilate rotation - Garotte -> Mutilate -> 4-5 point Evis depending on Crit
Seems like the Mutilate is a much easier rotation and the mob is dead much faster than waiting for 5 SS. Im using the PvP Mut spec because im on a PvP server and dont think that the PvE mut is require unless im raidin or something. So i have Initiative that is why Garotte gives 2 CP
CS for mutilate IMO, I can just about drop them before the CS is out, garrote doesn't have enough time to be effective.

I don't recall ever using Garrote when leveling as Combat. I did use Slice and Dice, but back when I was leveling combo points were usable after a creature was killed, allowing each kill a new SnD.
-----
Let me explain it clearly. For the longest time, Combat was the top choice for leveling. Since
The Burning Crusade
was introduced and rogues started receiving attention in different areas (for example, making poisons less of a hassle), Mutilate has become progressively better. Leveling as Mutilate during
TBC
early on was semi-hassle if one didn't have pretty good gear. Many creatures were immune to poisons in key areas and Mutilate required one to position oneself behind the target (just like Backstab). With the changes in 3.0, all is well.
However, that's a pretty long span. Is it really a surprise Combat leveling gained such a good reputation over a couple years? It will probably take several months to a year before Mutilate is the accepted spec for Northrend, especially since only higher level characters may even obtain Mutilate.
EDIT: After looking at some things, opening with Garrote might not be such a bad thing after all.

Because you spam SS with SnD popped?
Because you have lots of energy?
Just look at the talent tree/weps/ and the success of others with it...
EDIT:
PLUS
Its easier imo to find good Maces/swords/fists than daggers =]
Accually, i am having trouble finding anything on the AH, weapons for levels below level 40 are non-existant on the AH.
Even if i am lucky to find a dagger, sword or mace on the AH that give 'of the monkey' stats (ie. stamina and agility) they are charging like 25g for it, when a 'of the bear' version is going for 1g.
I wish they would sell items for a more realistic price....the way i see it, you should sell it for the cost of the mats and put abit on top for some profit, but selling a
Fine Leather Tunic
for 10g or so is way too much, the most i would sell it for is like 1-2g each and thats the most i would charge, any higher is just overpriced.

I am going to go with the spam SS. I leveled mostly later in the evenings after work and just didn't have the mental faculties to worry about rotations or positioning. I also tended accidentally aggro an extra mob or two here and there. Combat is very forgiving on both fronts for leveling. It's not very efficient, but you can just spam SS during most of your leveling. Of course, I wouldn't really suggest it. Leads to bad habits.
