There's also the universal caveat Blizzard use... "it's ready when it's ready" which will apply to server's coming up and server's working properly.
They will always compensate people for missing days in their sub's if it is down longer than usual.
They are a benevolent government - we could do much worse.

If you think Blizzard is bad, with the immense scale of the content and playerbase they are pushing this data out to, go try another game for a few months.
You have no idea what painful patches even means until you try an SOE game.
