People might read this then.
From what I could catch out of the wall of text, it seems to me you are only on about 4 hours in the middle of the day. This is going to run into several issues as most players I know are working until about 6pm-7pm central time. Also, being to lazy to type a simple statement in /party, /guild, /raid, or /bg makes me worry about you. Good luck finding some one to meet your strict friend requirements.
By the way Entropyutd, I hear Barry's cat is looking for friends to do rated BGs with. I'm sure if you are friends with him, he will make the servers come up faster.

I have two friends I chat with on skype while playing world of warcraft and I could use several more.
I chat on skype because I'm slow at typing on the keyboard, I use my keypad to use abilities on the game because its faster for me. We can get our point across faster using skype, we use skype to tell each other we need help over here, or when I could use a heal.
We also talk about the game in general, and just have a good time doing so, so the games not work its fun and we can play without the stress of someone kicking us out of dungeons and getting us upset. We play together even while leveling up, we help each level up by killing quest mobs so we can get the real quests done in a timely manner, we even do dungeons together, I always do better at healing in dungeons, easier for me to do.
So If anybody would like to join me and my buds in world of warcraft I will surely appreciate it, all of us could use all the help we can get, my character I will be playing with for a long while will be my paladin, my paladin's name is Palabolt and hes on the Black Dragonflight server and my other friends are on there too, so hit me up and we can play and voice chat on skype, I just need friends who have a skype account or don't mind creating a skype account, I refuse to type, we could use tanks, healers, and dps.
We can work together to achieve more as one group, we could use an offical raid group also to finish quests faster and complete dungeons faster to achieve the new time achievements for the new expansion. All you have to do is chat to my paladin during 12:00 p.m. to 4:30 p.m. that is usually when I'm on the game and my timezone is eastern time USA, I currently live in Florida, my paladin's name again is Palabolt and he is on the Black Dragonflight realm and we could work together and help each other.

My friends and I are looking for more people to play with on WoW, we level and do instances together, my current character is palabolt on the server black dragonfight. You have to have skype because we don't talk in chat.
