I've seen people running around with +spell power/resillience shoulder enchants. Anyone have any idea where these are from?

Uhhh... probably from the guys in Shattrath, where if you have enough +Rep with Aldor or Scryer, you can buy an Inscription or something like that...
Unless they added one in WotLK, then you could probably get one in Dalaran.
In TBC I always got my +Enchants to Shoulders and (I think) Gloves in Shattrath City. You had to be like +Friendly with Aldor or Scryer, then pay like 12g or something.
