there's a good chance you'll be killed by murlocs
ratchet is a neutral town in barrens so i think you're thinking of something else...

i killed a level 8 troll rogue who was /lol ing me in the middle of booty bay
i was farming for bloodsail rep anyways ;)

if you're in a pvp server, you will be flagged in STV and barrens, i believe this includes the booty bay and ratchet towns, but i'm not sure...
if you're on a pve server you should be fine with players

The answer depends on your ruleset. If you're on a PvE server, no worries. The quests in Ratchet start at level 14 and I've always sent my Alliance characters there. Swimming to Booty Bay from Westfall takes awhile, but so long as you stay away from the island in the north with water elementals on it, you won't have any problems getting there.
If you're on a gank server, on the other hand, it's probably not worth your time. It's Horde territory, so you'll be flagged and they won't be.
