Besides repair.exe (don't have a clue if that'll actually do anything, but it can't hurt to try) I'd say open a ticket.
Just wondering though, what race are you and what zone are you attempting to quest in?

Are they
red
or are they
orange
?
Red is hostile -- as in, they should be kicking your ass on sight.
Orange indicates you have unfriendly reputation with their faction -- they won't attack you, but won't interact with you either.
Did you do something (quest, etc.) to lower your reputation with whatever group you're trying to interact with? It's quite possible you just crossed the line into Unfriendly territory. Check your Reputation tab.

The NPC I currently need to talk to is 'Garr Salthoof'.
Ah, now there's a clue.
Garr Salthoof
is a Bloodsail Buccaneer, a hostile faction to most players. There is
a quest chain
that temporarily makes you friendly with them, and they will give you quests in the meantime.
However, that quest chain eventually
sends you back to Booty Bay
, and at that point you lose your temporary friendly status with the Bloodsail.
My guess is that you were friendly, quested up to that point, and now you're not. Which probably means you won't be able to turn in that quest from Garr.
