When did you last run maintenance on your computer?
Have you done a scan disk? Defragged the hard drive?
When was the last time you ran a registry cleaner?
How about an adware and spyware cleaner like Ad-aware, or Spybot-search & destroy?
Do you have everything set up with your firewall and internet connection? Sometimes the ports need to be set up, though if it runs after restarting this is less likely.
I would also suggest checking what programs run at startup, and clearing off ones you don't need running off the list.
I hope some of these ideas help you solve the problem!
