Wow Local Timezone Issues

On both WoW Retail and WoW Classic my local timezone is wrong, erver time is correct.
I am using Windows 10 I have the correct timezone configured and correct time is showing.
Currently my server time is 12:57 but my local time is showing as 10:58. The actual time is 11:58. I am in the UTC time zone. Is they any way to force WoW to see this?

The game pulls your timezone from your OS clock. Right-click the time in the taskbar, Adjust date/time. In the window, toggle off setting time automatically and set time zone automatically. Next, turn off automatically adjust for daylight savings. There are three toggles but only two of them might be active. You need all three to be off.
After doing this, set your timezone and time wildly incorrectly, then turn on adjust daylight savings. This probably will toggle on the other two settings for you, but if it doesn't, then turn on set time zone and last set time automatically.

I don't play in my time zone, I play in a east coast server and I live on the west coast. is there a way to change the server time in wowhead?
