WTF = World of Warcraft Text Folder; it's all of your customized settings regarding interface.
Deleting it will set all of your interface files(default as well as addons) back to their normal state

I'm sure they have a macro that says "Delete your WTF folder and see if it help"
They do, but with good cause. Addons often interfere with the already default UI that blizzard has created. Most UI problems the GM's run into are actually addon issues.
