Essence of Gossamer
would be my choice out of the rares; 111 Stamina is a huge chunk.

The heroic upgrade drops off the Herold guy in Ahn'kahet- the old kingdom. After that, you only have a badge of valor upgrade. There are few and far between upgrades for prot plate wrists.
