Haven't seen him, but yeah hes new. Saw a similar NPC when I was on the 2.2 PTR. Hes suppose to help you know when the zeplin gets to Org, UC, or Grom. But seems like hes not doing to good of a job at it.
Bliz also added a blowhorn sound and the NPCs at the towers yell when the Zep arrives.

Did I miss something and they now come into Orgrimmar an Undercity?
By the time he yells it and you get out to the stupid blimp, it will already be gone.

I don't think the ones inside the cities yell, but the ones at the towers do. How useful that is I don't know. I do like the blowhorn sound however since I can alt-tab and not miss the Zep.

I saw him and talked to him.
I asked him where the Zeppelin to UC was, he said that it had just left Orgrimmar. Seems pretty useful to me.

Probably just useful if you're passing by to see how much time you have. I'm assuming if it's zoning it'll say "I don't know where the zeppelin is."
