I don't know about these...they don't sound like they should exist...the level requirement is WAY too high for the AC it gives (and without any other bonuses - it should be around level 23-24), and other "good" quality leather hand armors with a level requirement of 58, (like the Hellfire Gloves) offer 151 AC only cost 1 gold 19 silver 45 copper...this armor is priced at nearly 3 times that!

Either it's fake, offers more bonuses, or it's totally overpriced with terrible lelve requirements!
