There's no reason not to put it in low level stuff (aside from the dev time and wanting to test it on a smaller scale). It's just giving priority to the ones who need it most. Lowbie Warriors would still be able to need leather, they just wouldn't win if a Rogue / Hunter etc needs it too. Exactly the way it should be.
Here's what I think the loot rules should be:Dps Plate - Arm/Fury Warrior, Ret Paladin, Frost/Unholy Death KnightTank Plate - Prot Warrior, Prot Paladin, Blood Death KnightCaster Plate - Holy PaladinAgi Mail - Hunter, Enh ShamanInt Mail - Resto/Elem ShamanAgi Leather - Rogue, Feral Dps/Tank DruidInt Leather - Resto/Moonkin DruidSpirit Cloth - Holy/Disc Priest, Shadow PriestHit Cloth - Warlock, Mage, Shadow PriestNo Hit or Spirit Cloth - Holy/Disc Priest, Shadow Priest, Warlock, MageMost people will want there Tier set piece beside maybe one BiS piece, that will leave wrist/belt/boots. Bracer will be available thru crafting and i suspect that the next BoE valor item in 4.3 will probably be a belt (4.1 had BoE valor boots, 4.2 got BoE valor bracers so belt is probably next). Which leave boots as the rarest piece.Next come Neck and Rings Str Parry/Dodge/+Armor - Prot Warrior, Prot Paladin, Blood Death KnightStr w/o Parry/Dodge/+Armor - Arm/Fury Warrior, Ret Paladin, Frost/Unholy Death KnightAgi - Hunter, Enh Shaman, Rogue, Feral Dps/Tank DruidInt Spirit - Holy Paladin, Resto/Elem Shaman, Resto/Moonkin Druid, Holy/Disc Priest, Shadow PriestInt Hit - Warlock, Mage, Elem Shaman, Moonkin Druid, Shadow PriestInt w/o Hit/Spirit - All CasterFor trinklets there's always a few exception (like a parry trinklet wont be any good for a Tank Druid) but Blizzard did a nice job lately to reduce those exception to a minimum and make sure that a healer trinklet fit all healer, a Tank trinklet fit all Tank, and Dps trinklet fit all Dps class in there respective main stats category (Str/Agi/Int)Too many weapon type to list them all but as long as it work with the same rules as above it should be that much of a problem.I do believe that for Agi Staff/Polearm Feral druid should have a need roll advantage over hunter since it affect there Dps/Threat by a lot more then hunter. In 4.2, Str Dps/Tank and rogue can only get there 378 ranged weapon with valors, so hunter have no competition for there main weapon (I believe they will do the same thing with 4.3)
Personally, I think the loot rules in such settings should be taken a step further and not allow a class to roll on an item that, while they COULD actually use it and the item's role(s) match theirs, the item's primary stat(s) do not match the primary stat(s) of their class (just class, not spec), i.e. a paladin rolling need on an agility polearm, or a rogue on a strength DPS ring, etc.
The whelp is one of the cooler companions blizzard has made, defintly a good job.
I wonder how much this will f^ck all of the spirit using dps classes since we use healing gear for dps.

Ok I like the changes but you need to go a bit further....I'm running my alts thru lvl 60 and lvl 70 dungeons while leveling and it is really upsetting me when my DRUID, SHAMAN healers are watching cloth/leather gear get disenchanted that I NEED. Now a lot of people say that you want the 5% increase in healing so it's not worth it to wear cloth on a shaman or druid. I disagree in certain circumstances. For instance, my shaman I have 3 separate sets of gear. Restoration, Enhancement and Elemental. Now I would farm the AH but it seems like it's hard to find decent gear, let alone gear that is available on the AH for all 3 specs. Prior to level 70 when you got bags for completing the LFG instances all I seemed to get was Enhancement gear so my Resto and Elemental specs are lacking 20 levels or more behind in gear. I started looking for cloth gear since most cloth is geared towards healers/mages but still there seems to be a lack of decent gear on the AH on my server at least in the 60-75 range. In that case when I see a lvl 70ish blue item get disenchanted and I can only roll GREED I get kinda upset....when it happens 10 times in a row...I get pissed. The 5% healing bonus means nothing to me if I have 4-5 pieces of armor that is 20+ levels below where it needs to be or I'm wearing armor from the wrong spec because I don't have any healing gear for that slot. The LFG system and it's Need before Greed is ok...but it could be better and allow NEED rolls for healers on healing gear regardless of the type of armor.
Loving the new loot rules. As a pure DPS class, getting items stolen by healers and tanks is super annoying. You should role as what you joined the party/raid as, not what your spec (or off-spec) normally is.
