The only thing I don't really understand how someone became a newcomer. Since I think not only new but returning players also get the Murloc head as far as I see check-in by achievements etc.

All infractions are only kept on record for 90 days, I was permabanned in MoP for botting and appealed it to a 3 day ban, I am currently a guide.
The achievement limitation is a little disappointing. I have Terrific Trio, but I haven't really been interested in PvP or Raiding in a long time, and didn't do Keystone Master or finish the Horrific Vision stuff when I took a brief break from the game. Why wouldn't achievements from other aspects of the game be included, like collections, achievement points, etc.? After playing over 15 years and accumulating 23.7k achievement points, over 1000 unique pets, over 350 mounts, the 5 million gold for a Brutosaur, etc... I know a LOT about a lot of different aspects of the game, lol. If I recall, the newcomers don't even stay in the chat until 50, so they don't necessarily even need endgame advice from the Guide system.I was already approached by a new player in whispers after answering other questions in Trade chat, so... I think the limited set of achievements is definitely keeping some very knowledgeable people out of the Guide program.
You actually don't need to be 50 to see the recruiters. I was on my lvl 45 alliance and was hoping to join in on the guiding, but when I talked to her, it only showed that I needed to be 50 and the other requirements were checked.
Great feature. However, like all nice things, it's already being abused by spammers. Hopefully, Blizzard can sole this without ruining the feature.
