The concept is interesting, but I don't think it can be implemented properly. Regardless of the balancing that Blizzard will attempt to do (and I'm not saying they shouldn't try) one buff is almost always going to stand out from the others, and Class A may utilize this buff better than Class B. It may not even be a huge difference in numbers, but even if it's slight it is still there and that will be the path to follow for optimization. Ex: you'll have to give it to your group's Warlock first, then the Warrior if you want to get the most out of the time you're spending on making these legendaries. That's not to say this optimization doesn't already exist in groups but it affects far, far fewer people and therefore is less of an issue if those will still get their legendary they just wont get it first, etc. Unless the plan is have the entire raid group decked out with legendary buffs, but that would unfortunately cause an almost endless amount of balancing troubles for Blizzard as they try to make sure the legendary group isn't too OP while still allowing groups without a single one to down the same fights.I also think that by lifting class restrictions on this legendary they've taken away some of it's novelty. I think part of what has always made a legendary so awesome is simply that it's rare. By allowing everyone to go grab one, or at least giving them to option to, diminishes that appeal.All in all I'm not in favor of this idea. It's certainly interesting, but I see far more problems stemming from it than solutions. I sincerely hope this is a one tier concept; it'll become terribly boring if we just continuously upgrade the buffs on our weapon. I don't find that fun in any way whatsoever.
All they really need to do to make "Who get's the first one?" a fair situation is to make the Sigil drops random like they did for the Dark Moon Faire quest items: only people who are on the quest can even see them or have a chance for them to drop. Blizz could easily enough make it so that any rolling for the item was either Need or Pass.Besides, if we all have to wait for 5.1 anyways, guilds that are dedicated to raiding will probably have enough to go around before the patch drops anyways.
This Looks really interesting, now everyone has the chance to have a legendary, that sounds great.
Why would anyone spend raid-level resources on the ability to unreliably stun dungeon trash and world spawns? Is that supposed to be some kind of joke?

I heard from a friend that you don't actually have to get the new mop tier pieces, that you can just enhance the gear you already have, if thats the case; can I use fandrals staff on my feral kitty, then enhance it to be an oober weapon/legendary?He's telling me that when I use the quest item to make a weapon legendary, it removed everything from said item, does that include me being able to turn into a flame kitty of doom?If someone could confirm post, I'd appreciate it :))
