Why do people act like alts aren't a thing? Like, we can have how many characters on a single realm now, and people never play them? It makes me wonder HOW much time people dedicate to each and every one of their characters to sweat about a single ability in gameplay.
When the only thing that matters in the game is dealing the most damage, people are playing the game wrong.
i hope its a long and challenging quest chain , one simple quest is a bit silly and you might as well change it freely.

Here is how I would implement it . Renown would be SL wide . You pick a covenant then go through enough to earn their trust. You gain access to their powers. Then you can go to the next and do the same thing. Covenants dont have to hate each other. It could be them all against the Jailer. We would get access to all powers after doing all covenant questlines.
Makes sense its basically like trying to faction or class change a toon, shouldn't be easy whatsoever.
