Currently orange to my picking skill which is 165. Sneaking through to try and imp it up.

At less than 165 they are red.
From 165 to 174 orange.
From 175 to 199 yellow.
From 200 to 220+ green.

Had to stop at 220 as that is my maximum at level 44.

Note: This data is for Angor Fortress in the Badlands. Other locations might vary as I noticed they have different item IDs although the lockbox name is the same.

You can come here with 140+ skill and at least 40+ and pick pocket the dwarfs for small boxes (75+). That should get you to 150 : )

Even while searching for boxes I recommend you to do the above, 2/3 small boxes should still give you a lvl.

If you are lvl 35 (like my rogue) Angor Fortress is too high. You can roflfarm these in Durnholde Keep in Hillsbrad to 175 (at least!) That's good enough to open Steel Lockboxes.

The footlockers down in the "pit" go gray at 170, but the ones you can find on higher ground (ringing the pit and up around the jailor) are still green at least until 175. MUCH easier at level 35 than Angor Fortress: lvl 20 mobs vs lvl 39-40...

Battered Footlocker -Skill 150
Dented Footlocker -Skill 175

Battered is found all around the ground and upper floor
Dented is found on the lowest floor.

The mobs are the late 30s and there is an elite downstairs next to some golems.

I went in at lv 60 skill 150 and with ease took it to 250 in that one building. Once you hit 250, you can move on to BRD which gives 4 points per run max 5 per hour.

It's a lot easier than trying the slag pit which I found to be scarce, higher-level mobs and players.
