2 minute CD for a mediocre spell at best that drains all mana makes no sense. All to return about 200 mana back.

Would it be a bad idea to use this in the same way you would use Evocation? Why not just use it as an extra battery by casting it when you hit 0% mana? Won't do much damage, but it'll instantly skip the 5 seconds you need to wait for mana regen and significantly increase it for a short time. Seems like it could be useful depending on the length of the fight you're doing. Icy Veins doesn't help with mana efficiency at all, it only lets you burn through your mana faster.

This spell effectively gives 29 seconds of mana regen, which sounds pretty good. Maybe even equip some spirit gear like Robes of Arugal?

I feel like this is a fairly poor spell in its current state. I think it needs to have some better interactions with other abilities and talents to be useful or provide a lot more mana regen than it does.
I think it would be much better if Clearcasting either worked with the spell to reduce how much mana it consumes (maybe only 50% of your current mana if cast with Clearcasting) or that it should ignore Clearcasting completely and not consume the buff if you cast the spell while you have it. Or the spell needs to provide more mana regen, 8 secs of 300% normal regen is miniscule in the grand scheme of things especially for a 2min cooldown.
Maybe it's performance will change at higher levels when we get to phases 2 and beyond, but at the current time the spell is fairly bad given that it doesn't seem to do all that much more damage than 2 Arcane Blasts at the cost of your entire mana pool.

This is a great spell. Take a rune slot, costs 100% of your mana to increase its damage by 3% per 1% mana you have at the time of cast, which is decreased each time you spend mana or get mana burned, deals the same or less damage than most of your other spells and returns only enough mana to cast blink. Who wouldn’t want this taking up a rune slot and a spell box?

Does anyone know the base dmg and the added damage per character level this gives? Like at 25 it’s X + (25*y). Just wanna have an idea of what it can potentially be at level 40, 50 and 60.
