As a tauren while doing the quest to kill dwarves in mulgore i got a storage key and when i opened the chest the key opened i got a sulfuric relic and then after killing 10 enemies with earth shock i was given this rune

Chest spawns at 31.61,49.54. kill mobs in the area to get the key.

Hey Blizz if you see this then can you do us shaman a favour and just widen the cone on this a tad, that'd be great.
